Kathleen Henning, MA, CEM is a nationally board certified Emergency Manager and a recognized national leader in emergency management as a former member of the Board of Directors of the International Association of Emergency Managers (IAEM) -USA. She is a recognized expert and leader in the field of emergency management, and has coordinated incident management and disaster planning. In 2007 she was one of three Americans invited to Shanghai, China to the 21st Symposium on Civil Protection as the US speaker. In 1995 she went as an instructor of Incident Command in Estonia (after the breakup of the Soviet Union) at the request of the Maryland National Guard and the Department of Defense. She was among the 50 Americans and Canadians selected to attend the World Disaster Managers Conference in Italy. In 1990 she was the first American asked to help teach hurricane emergency response to nine Pan-Asian countries at the Asian Disaster Preparedness Institute in Bangkok, Thailand. She retired as Montgomery County’s Program Coordinator for Emergency Management /Homeland Security with 29 ½ years of government service. On a day-to-day basis she coordinated disaster planning, preparedness, mitigation, and recovery activities for county agencies. She is Past President of Region 3 (Washington DC, MD, VA, DE, WV, and PA) of IAEM. She is a trainer for the Federal Emergency Management Agency (FEMA) Emergency Management Institute. In 2010 she was one of several instructors selected by FEMA to instruct their management in an in-house program on Emergency Management Practices. She is an Associate Professor with the University of Maryland University College. She is president of KGHenning & Associates with clients from various counties, the National Capital Region, colleges, hotels, and hospitals.
