Subject Matter Expert Daryl Lee Spiewak, CEM®, TEM, MEP is a founder and the Vice President of the Foundation for Higher Education Accreditation, which seeks to accredit emergency management degree programs worldwide. He has over 30 years’ experience in emergency management and homeland security and 13 years as a first responder. He served 18 years as the Emergency, Safety, and Compliance Programs Manager and Security Officer for the Brazos River Authority, an agency of the State of Texas that covers more than 65 Texas counties, almost 114,000 square km. Prior to that, he served 21 years in the US Army with 13 years as a Master Explosive Ordnance Disposal (EOD) Officer, where he led EOD teams providing security for senior dignitaries such as the US President, responded to numerous terrorist, criminal and other incidents, trained emergency response teams, and conducted large field exercises involving weapons of mass destruction (WMD). He helped develop the Texas state assessment program and later served as a technical assistant trainer for the State Homeland Security Assessment Strategy process. He has served as an adjunct instructor in a WMD Exercise Evaluation Program. He was an exercise observer/controller on a team evaluating the readiness of local, regional, and state emergency response agencies and Emergency Operations Centers (EOCs) to respond to natural hazards as well as WMD terrorist attacks. He teaches management courses for the University of Phoenix and for the Texas Division of Emergency Management. He is Past President of the International Association of Emergency Managers (IAEM) and of the American Society of Professional Emergency Planners (ASPEP). He holds a Master of Arts degree in Management, a Bachelor of Science degree in Liberal Studies, and is an honors graduate of the US Army Command and General Staff College.
