Lip Heng Chew (Singapore)
Lip Heng Chew is a consultant at Opstar Singapore. He specializes in crisis management with special interests in culture, systemic failures and high reliability organizations. He has over ten years of operations experience in emergency and healthcare. During the Indonesian Crisis in 1998, he organized and led security evacuation flights and in the aftermath of the Indian Ocean Tsunami, he dispatched relief teams for Red Cross and was a member of an assessment team sent to Aceh.
Chew is a member of the Disaster Management Committee and Vice Chairman (Operations) of the Disaster Management Working Group at the Singapore Red Cross. He holds a M.Sc. in Risk, Crisis and Disaster Management from the University of Leicester, is a fellow of the Security Institute in the UK, and serves as a consultant with Lien Aid in Singapore.
Capt. Tswen Juh Gu, CEM (Taiwan)
Capt. Gu is a Certified Emergency Manager. He identifies himself as a bridge between the academic researcher and practitioner communities in Taiwan. He commanded four frigates and destroyers when he served in the Republic of China Navy. During the missile crisis in 1996, he was forward deployed to Pescadores Isles as part of the front line response forces. Following the 1999 Chi-Chi earthquake, he was tasked as the Chief Coordinator by the Ministry of National Defense for the US US&R Team. He was also in charge of the Port Security Assessment Program with the US Defense Threat Reduction Agency in 2002 as part of the counter-terrorist program. Capt. Gu completed 28 years of active duty, retiring from the Navy in 2004. Capt. Gu is a Ph.D. candidate in the School of Management, National Taiwan University of Science and Technology. His research interests include modeling and simulation, Software Architecture, Space Technology and Defense Analysis.
Dr. Junji Okuzono (Japan)
Junji Okuzono is an assistant professor in the Department of Maritime Police, Japan Coast Guard Academy. He was at the top of the graduating class at the Japan Coast Guard Academy. Before he took up researching in 2008, he served on the Patrol Vessel KUZURYU as the 2nd Officer On Deck. This experience forms the basis for his research interests and activities. He received his MPA from the Kyoto University School of Government in 2008 and a Ph.D. in Law from Kyoto University in 2011.
