IIGR has developed an Incident Command System (ICS) guidebook in Japanese, the first such guidebook in Japan.
The guidebook was developed in cooperation with the Japan Medical Association, the Japan Ministry of Health, Labour and Welfare, and the International Association of Emergency Managers (IAEM).
ICS is a management system whose principles can be applied to everything from a local fire to a regional flood to a national or even international disaster, and the system is used widely in US. Under ICS, each activity of the disaster response is integrated for as smooth management as possible.
The guidebook was written by well-recognized Japanese and American emergency management experts, and is intended to explain ICS in readily-understood terms, especially for those readers who may not previously have used ICS. You can understand about ICS…what it is, how it works, what it does. The guidebook will also show you actual case studies on the use of ICS.
At the disaster response, it is essential to respond as a team…government ministries and agencies, local government, the private business sector, the non-profit sector, and sometimes even international assistance. In order for these varied groups to carry out their respective duties in a team fashion, it is crucial to have a standardized and effective management system.
